you sure your util-vserver is recent enough?
(i.e. check with 'vserver-info - SYSINFO')

sure, but I doubt anybody has created a 
debootstrap archive for f10 (yet), rpm and
template, as well as rsync or clone should
work fine ...

nope, the context is the unique identifier
for a guest, i.e. a number between 2 and
49151 (or 65535) which uniquely identifies
the guest for all kernel related actions

you can omit that option, in which case 
util-vserver will choose a host local unique
number for you
