I dont have any VServers anymore so i dont know if its a similar issue 
to the one i had by trying to run a Debian 10 guest on a OpenVZ 7 host 
(https://bugs.openvz.org/browse/OVZ-7114), having this error message 
when trying to start the container : relocation error: 
/lib/x86_64-linux-gnu/libnss_files.so.2: symbol 
__libc_readline_unlocked, version GLIBC_PRIVATE not defined in file 
libc.so.6 with link time reference

To make it work you have to modify /etc/nsswitch.conf (on the guest) by 
adding "compat" on the "passwd:" and "group:" lines before "files" and 
"systemd".

ps: just realized the thread is about Debian 9 and not 10 so its 
probably unrelated but just in case it might also be of use with VServer 
i am posting it anyway :)
