Finding time to work on the problem again, can reproduce it
on a different machine:

vserver v35 build --force -n v35 --hostname v35.ativel.com --context 35 --interface
eth0:192.168.1.35/24 -m debootstrap -- -d lenny

Linux debian 2.6.36.3-vs2.3.0.36.38.4-beng

vserver 0.30.216-pre2914

I: Base system installed successfully.
vc_set_sched(): Function not implemented

An error occured while executing the vserver startup sequence; when
there are no other messages, it is very likely that the init-script
(bash -c
        exec  > /dev/null
        exec 2> /dev/null
        trap 'kill -s 9 -- -1; exit 0' INT
        sleep 30
        kill -s 15 -- -1
        sleep 1
        kill -s 9 -- -1) failed.

Common causes are:
* /etc/rc.d/rc on Fedora Core 1 and RH9 fails always; the 'apt-rpm' build
  method knows how to deal with this, but on existing installations,
  appending 'true' to this file will help.


Failed to start vserver 'v35'
'vserver ... suexec' is supported for running vservers only; aborting...

I'll try stock Debian squeeze vserver to see whether it would work.
