Unless you wrote newvserver yourself, don't use it. It must be the
ancient version of debian-vserver-tools. Just use normal
vserver NAME build -m debootstrap
Apart from that we recently had some trouble with 'resolvconf' package.
/etc/resolv.conf is a symlink with that package and for some reason the
/etc/resolv.conf on the guest had been missing. This completly messed up
the guest installation routine.
On other hosts resolvconf has not caused similar troubles, so far.
