what??? Ubuntu 8.04 Etch amd64 ??? such version doesn't exists ...
you have "Ubuntu 8.04 Hardy Heron" or "Debian 4.0 Etch"


in Debian Etch you can use backports.org (look at instructions),
there is util-vserver 0.30.215-2~bpo40+1
