Subject: how to use 'skeleton' method to create a vps?

how could I build a vps by the method "skeleton"?
I use it like this:
1. vserver nova build -m skeleton --hostname nova.domain.com  --interface eth0:192.168.155.50/24
2. vserver nova start
after execute above command,errors as follows:

secure-mount: chdir("/tmp"): No such file or directory
/usr/etc/vservers/nova/fstab:2:1: failed to mount fstab-entry
chroot-sh: realpath("/var/run"): No such file or directory
chroot-sh: realpath("/var/lock"): No such file or directory
fakerunlevel: open("/var/run/utmp"): No such file or directory

then,I mkdir some directories:
mkdir tmp
mkdir var
mkdir var/run
mkdir var/lock


then,I execute 'vserver nova start' again,errors as follows:

No command given; use '--help' for more information.

An error occured while executing the vserver startup sequence; when
there are no other messages, it is very likely that the init-script
() failed.

Common causes are:
* /etc/rc.d/rc on Fedora Core 1 and RH9 fails always; the 'apt-rpm' build
  method knows how to deal with this, but on existing installations,
  appending 'true' to this file will help.


Failed to start vserver 'nova'

so,could you tell me something wrong?  how should I use 'skeleton' to create a vps?
or could you tell how should I to create a vps without the network except the old 'legacy'
method?
