Problem is solved - so for reference...

The issue was syslog-ng, the console is redirected to /dev/null
destination console_all { file("/dev/null"); };
Syslog tries to be secure and makes a chmod 600 on its logfiles by
default. Fix is easy, just override permisions:
destination console_all { file("/dev/null" perm(0666)); };
