Let's keep things simple...eye candy is not necessary, IMHO. Just need 
to ensure the format and navigation structure of the website is usable 
and easy to find.

Foswiki may be suitable. Since it can be a mix of both wiki and CMS 
together.

At Foswiki, we organise task teams that have specific roles in the 
project. We have a dedicated infrastructure task team that has full 
access to the server and have power over the entire website for any 
maintenance and such. We are about 8 people globally and seems to be 
well so far. :)

We could follow that model if most of us are up for it. Am sure we don't 
lack it, but just a thought.

I think these two would take the most time. Next week, I'll try to 
organise my time for vserver and give some sort of an outline.
